Looking in the rulebook I don't see the rules for placing faction terrain you purchase as part of your army.

I don't mean specifically the terrain rules but I'm looking for the placement rules. Do they deploy are part of table setup, after objectives, can they go in enemy deployment zone? I assume no, but I'm struggling to find the generic rules on placing purchased terrain as part of your army

You deploy them when you deploy your units, because they are part of your army. In addition, you need to deploy them more than 3" away from terrain.

Core Book Indomitus Version 1.0
Page 247
Add the following sub-section:
FORTIFICATIONS
Units with the Fortifications Battlefield Role are terrain features
that are part of your army. Unless otherwise stated, when
setting Fortifications up on the battlefield, they cannot be set up
within 3" of any other terrain feature that is not part of its own
datasheet (excluding hills, page 260). If it is not possible to set up
a Fortification as a result, it cannot be deployed and counts as
having been destroyed. Fortifications can never be placed into
Strategic Reserves (pg 256).

Are there any other rules or limits? Is it in the rulebook somewhere and I'm just missing it?

Reading FAQs is mandatory. This errata i quoted above for the core book has been released 16 (!) weeks ago.

They dont force you at gunpoint. But the FAQs are part of the full official rules of the game, yes.

So I can place faction terrain in my opponent deployment zone so long as it is not within 3 in of another terrain?

No, they are still restricted by the same rules as any other model in your army. The restrictions for fortifications are additional.

So faction terrain has to be placed within your own deployment zone? Do they count as any enemy unit for purposes of determining deep strike placement?

They arent terrain. They are models just like any other models, but with the Fortification battlefield role and a couple of extra rules that come with it. Think of them like a vehicle that can't (usually) move.

So yes, just like other models in your army they can help block out enemy deep strike.

No problem! Its a complicated game to learn.

Keep in mind, however, some Fortifications DO become neutral terrain after deployment (e.g. the Mek Workshop) so won't affect "Deep Strike" placements.

Indeed. 40k is game of exceptions on exceptions, so always important to check the rules for the specific thing you want to use.
