So I think the new points changes will breathe a LITTLE life into our dex. The changes to guardians made me wonder if they might be a little more flexible and durable than just bringing dire avengers. Storm guardians at 7PPM look good to me.
But guardians at 8 aren't too shabby.
I think it depends on what you are planning on doing with them and what you need. If the guardian blob is meant to hold objectives and get shot at might as well go with cheaper storm gaurdians to give them celestial shield/ protect. .

The guardian blob also needs to be able to clear objectives that’s why I stuck with normal guardians. I also like having the support weapon to tank some hits

All in all, I do think they have a place in an army. The bigger challenge to me is understanding best utility, which appears very matchup dependent; to place in Reserve or not would be o me of the bigger decisions, in my mind.
I do think Hail of Doom + Jinx + Doom can be surprisingly dangerous.

Personally, I think you're spending too much on transports and troops. I'd drop the patrol for a spearhead to fit in some more dakka.

I just faced off against a 150+ model count IG army. Wave after wave of infantry that I just could not clear out. Then, I got hammered with indirect fire weapons I could never draw LOS as there was just so many bodies covering the board. It definitely got me thinking about what 80-100 Guardians could do, possibly with an Avatar buried in with them.

i've used a 20man guardian blob in almost all my 8th games via webway (didn't play CWE in 9th, only had 2 games since the book dropped). They were surprisingly effective even against heavier targets with doom on, but they also soak quite some fire. This makes me think masters of concealment, maybe protect and a celestial shield and we can tank with platforms for small arms (at least the first volley because new wound allocation). That's terminator staying power for a few volleys on a cheap-ish unit with a boatload of s4 shots.

I've mused over using quicken to get a guardian bomb in position as opposed to webway striking.
Things like Auspex scan make deepstriking potentially risky and even a 20 strong blob can hide fairly easily on a decent table layout.

If you are playing Matched Play ( I assume you are), then you have taken one too many Vyper units. Three is the max.

Also you need 3 heavy support in a spearhead. Unless you meant to take a outrider? In which case you can take max 3x3 vypers thanks to RO3.
1. Your guardians will not be able to ride inside the wave serpents from second detatchment because they dont share the same craftworld traits.
2. Id consider drop down to a patrol and go two units of 20 guardians & drop the dire avengers and the windriders and drop the wave serpents for falcons and take a unit of dark reapers.
Also id drop the 2nd detachment farseer for autarch skyrunner - Controversial i know. But it will give you a supper reliable shooting between reroll 1's and expert crafters. Id consider going with guide + dark reapers as fire and fade into transport is back on the menu (for now... Im conviced this will get FAQ'd)

Alright so I fixed the detachment and the vyper units and stuff.
Switched out the wind riders for banshees which are incredibly useful in my first few games of 9th Ed.
The guardians outside of transports will either both deepstrike or I’ll hide one unit on the board for the first turn of the terrain is favorable to that

Have you considered running Ulthwe for dsicipline of black guardians strat & unlocking Eldrad as well as 6+++ for your guardian part of the army?
Many people really like banshees. I can see it working for a 5 man squad with exarch executioner to charge an objective to remove some ob-sec chaff / be a speed bump and buy critical time for the rest of the army. If they work for your that's great. I cant speak from experiance as I just don't take them coz they paper.

If you want both units of guardians to ride in the serpents you need to move one to the battalion.
Personally I'd drop the other two serpents for falcons to improve your firepower and gain points for... something, maybe a squad of banshees or a spirit seer perhaps?
