I would assume in reading it in english it could -- but it is strictly spoken a strat, and the keyword in whirlwind is different from the keyword in whirlwind skorpius.

No, it cannot, because the Whirlwind Scorpius doesn't have the WHIRLWIND keyword. Please refer to the Core Book glossary for how multi-word keywords are defined.
