basically as I'm reading the munitorium field manual
points costs have turned into

Unit size5-20 models
Unit cost (Initiate)15 pts/model
Unit cost (Neophyte)14 pts/model

from this

The sword brother (sergeant equivalent)
used to have a points cost but now appears that he is free
is this correct

Unless otherwise called out in the MFM, the cost of squad leader models is the same as the other models in the unit. So, the Sword Brother has the same points value as the non-Neophyte models.

it is worded differently now though because he was considered part of other models and i cant find anything about him now being an initiate

As written, there is no way to determine whether the Sword Brother is 14pts or 15pts.

It's not free as it's not "weapons or wargear not listed". It just has an indeterminate cost.

I would use the initiate cost worst case scenario your penalising yourself 1pt per unit thats not going to have a big impact

Yeah, right now the cost is undefined, RaW. Whether you want to play it as 0pts, 14pts or 15pts is something you'll need to discuss pre-game or ask the TO.
