so my question is this:

can i put fenrisian wolves in armies that are not space wolves?
Im new to playing and i cant quite figure out if i can or cant throw wolves into a custom army.

The simple answer is that depends on the game you are playing.

If you playing a game with more than one detachment you can always put a unit of Fenrisian Wolves in an Auxiliary Support Detachment. Alternatively, you can include them in an Adeptus Astartes detachment, but then you lose out on Chapter Tactics.

so in a combat patrol size it would not be a good idea to take wolves if not playing space wolves.

ill need to look more at what chapter tactics are.

Correct. You could legally include wolves in a detachment with, say, Ultramarines because they all share the <ADEPTUS ASTARTES> faction keywords. However, you lose out on some free bonuses by doing so. Trading off these bonuses to access a broader selection of units is usually not worth it.

The rules for Chapter Tactics are listed in the Space Marines codex.

What you can do is simply play a Space Wolves successor chapter (that still leaves a bad taste in my mouth to say). You can paint your dudes as your dudes, and then make them a Successor Chapter.

Since SW successors now have access to the Successor rules from the main SM codex, so you can play them with custom Chapter Tactics if you so desire. You'll loose access to SW special characters and free relic, but still can use their SuperDoctrine and Stratagems.
