If I target a unit with 6-10 models, its the same as if they had 11+ models?

Were there any changes to this?
D3 and D6 Blast weapons are treated the same?

The rule says if you roll any results what would give less than 3 attacks, you instead do 3 attacks. For D6, sure fine, but for D3 weapons this means you do max shots even against only 6 models!?!
