Yeah, I've soaked cotton balls in thinned ink to create effects with all kinds of colors. I twisted up some steel wire to make barbed wire scenery ones and the base was dyed cotton balls glued to thin cardboard, which looked really good.
What I haven't tried, but have thought about, is dying the cotton balls, stretching out the fibers, and using a thinned PVC glue to give it some shape.
One of the great things about cotton is those fibers are so thick. You can stretch it out and it will hold some shape, you can wet it down and it won't bunch up.
Something like that might be perfect for what you are trying to do.
