So after some googling I'm turning towards you..
Scenario:
character (A) with under 9 wounds is within 3" of a unit (B) with less than 9 wounds, but they are aligned the way that the opponent's unit (C) firing it's guns can't see the B unit. Can they now shoot the character A, because it's "the closest visible target"?
In my last game I got suprised by this and my DP got shot even that I got a unit (bloat-drone) closer to the enemy, but behind a building corner. I insisted that you can't but, my opponent insisted that they can. If this would be the case, it makes quite gamey things during the game, that you could try to aligned your shooting unit the way that the shielding unit becomes unvisible.
So, how it's supposed to played by RAW?

Models cannot target a unit that contains any Character models with a Wounds characteristic of 9 or less with a ranged weapon while that Character unit is within 3" of any of the following:
• A friendly unit that contains 1 or more Vehicle or Monster
models with a wounds characteristic of 10 or more.
• A friendly non-Character unit that contains 1 or more
Vehicle or Monster models.
• A friendly non-Character unit that contains 3 or
more models.
In all cases, if that Character unit is both visible to the firing model and it is the closest enemy unit to the firing model, it can be targeted normally. When determining if that Character unit is the closest enemy unit to the firing model, ignore other enemy units that contain any Character models with a Wounds characteristics of 9 or less.
Look Out Sir does not require that the unit within 3" of the character has to be visible to the firing model.

Your DP would have been safe. The character was not both visible to the firing model and the closest enemy unit to the firing model, because the bloat drone was closer. It doesnt matter whether it was visible, or not. Otherwise the second requirement would say closest visible enemy unit.

As the others said, the "shielding" unit doesn't need to be visible. At least in 9th it needs to be within 3" of the unit it is shielding, in 8th you could have a single scout behind a wall 9" "behind" you and not be able to shoot Rowboat Gorrilaglue 10" in "front" of you because the scouts were closer.

It's played as the others have said. Note that this can be used in a beneficial way for the character, as well. Illic Nightspear can be out in the open but 3" away from a Shadow Weaver that is hidden behind a wall. Both units can shoot, but neither unit can be targeted.

Somebody is closer, can't shoot character. Whether closer is visible or not is irrelevant. This is to prevent rhino sniping(using own models positioned so that only character is visible).
