I'm working on a graveyard themed base army and am wanting fog or mist along the ground to make my models look more spooky, was sold to use cotton wool but I'm clueless and I'm not sure how to preserve it so it doesn't get messed up on display or while gaming with them.

Any help would be appreciated

Maybe try polyfibre instead of cotton wool, it shouldn't need preservation and it's fairly cheap. Tease it out and try painting it a grey/white colour and then add to the bases.

try this one on amazon. Then I'd try teasing the strands out to make it more wispy. Do a few tests and see what happens. It's a cool idea, hope it works out!

What about stuffing, like this : https://www.ebay.co.uk/itm/Hollow-Fibre-Polyester-Filling-Soft-Stuffing-Toy-Teddy-Bear-Cushion-Pillow/164540735120

Note, its very light, as I found out and 200g is about the size of a 1 year old child.
