+ scions/ punisher act as cavalry attacking objectives

+ sentinels as anti-tank with alpha strike

+infantry models hold rear objectives with rockets and support scions with melee blob

Still just list building so I don't have any experience in 9th ed. What stratagems should I be using?

What flaws do you think my list has?

What units should I min/max?

Thanks for the help, cheers!

Looks pretty solid. I would probably get 5, not 6, sentinals and group them as an alpha strike group of scout sentinals (3) with 3 lascannon and 3 hunterkiller, and then two individual flamer sentinals to run aroudn with the catachan reroll near the front.
This army could benefit greatly from swapping your melta (one or two) out for a flamer -- simply because the ability to remove cover is a critically useful thing to have if you are using lots of low ap weapons like lasguns, punisher gatling cannons (you will get more mileage out of that with the tank ace that gives the 40 shots -1 ap rather than the tank ace that lets you shoot 20 shots of them while advancing, but DOESNOT let you use grinding advance, nor allow you to use the heavy bolters on the tank, if you advance. In other words, that tank ace is a bit of a trap, it tempts you to move to fire 20 shots of 5/0/1 shooting at a juicy target rather than 52 shots at something else (or some things else). Given you can shoot your heavy bolters 36 inches on a small map anyway, you are looking at moving the tank an extra distance to then lose the shooting of 12 s5/-1/1 and gain 20 s5/-/1. That's a negligible improvement and its rare that you are going to be in a situation where it lets you kill anything really useful.

By comparison, a slower tank putting out 52 shots of s5/-1/1 is much better. I would try to put a stormbolter or heavy stubber on it as well. Another solid alternative to the heavy bolters in a shorter ranged tank is a triple heavy flamer, which makes a great anti-horde tank when combined with the TA "weapon expert" -- considering you reroll the shot count on all those flamers, it makes your tank a serious obstacle to charge even for a squad of something like marines.

If you end up with 1 fewer sentinal, you can afford to slap a powersword on your company commander, and in each squad's sargent. Incidentally, plasma pistols are a no cost addition to a 5 man squad of scions in the rules now, so each such squad should have one.

Its much less critical to put powerswords in the hands of the lambdas than in the hands of the regular gaurd catachans. Lambdas already get a -1 ap on their base bayonets that helps them in melee, and even lambdas near a minipriest swing their ap-4 powerswords fewer times than the catachans can swing an ap-3 powersword from priest + strak's buff. Its not a bad idea to give every squad one, though, as you are going to have a lot of trouble pushing marines off objectives even with them all slashing madly.

Astropath. This is useful also to strip cover even more ways (with character protection, as well) from your foe. Also it gives a +1 save to your conscript blob -- psychic barrier -- and a deny. I would get it absolutely rather than a sixth sentinal.

Upgrades to Coteaz. He should be given for a cp "arbiter of the emperor's will" to give him the only warlord trait he can take, psychic mastery, which gives +1 cast, +1 deny,, and +1 known spell. There is no real reason not to have him cast a 5++ shield (malleus special spell warding incantation) on the conscripts each turn, giving them (with the help from the astropath) a 4++ invulnerble shield and the ability to put 30 objective secured guys on a single objective. Making it hard as hell to take. He could also have alpha psyker (1 cp) strat on him for an EXTRA extra spell known and an extra extra deny. Which gives you mental interrogation -- if you run low on CP, its another way to make a few, while still being able to use him normally. Him + the astropath can deny 4 casts between them, which starts to be a real crimp against some foes (like grey knights) who suddenly find themselves losing a lot of rolloffs.

Taurox primes. I would not forget they can take stormbolters, which are s4/-1/1 in lambda hands.

Summary.
Double upgrade inquisitor to allow him to synergize with astropath for conscript "blob of iron". 2cp. Also he can cast a few interrogats or smites or whatever you prefer (no overwatch is a good option). Mental interrogation is VERY good if fired at something like a tank ace with a punisher gatling gun on the other side. -2 cp

Drop 1 sentinal, switch 3 to scout mode. They can now move before the game to get in position, move again, pop the strat, fire their stuff, and whack a tank.
I suggest the other two as flamer sentinals cause they will be able to get stuck in and still flame. +55 points.

powerswords on company commander (he is now warlord) and on 2 catachan gaurd groups sargents, who have had their flamers swapped out from meltas. -10 points.

astropath - 35 points knows shield spell "psychic barrier", smite (won't work much) and deny (useful).

10 points remain, enough to give you a stormbolter on your main battle tank, and both tauroxes. 8 more shots .. or six hits .. of s4/-1/1 and a few antihorde on the tank. -9 points.

Swap 5 man and 10 man scions groups hotshotlaspistols out for the much more useful s7/-4/1 or s8/-4/2 plasma pistol with twice the range for free!

Finally fine tune the tank. For all them reasons I listed above, a punisher gatling with side sponsons works far better with weaponry expert (ap-1 on main gun) than with armored rush (which really is useful only with demolisher tanks, I think). I would strongly consider making it a catachan tripple flamer and punisher gatling tank, as well.

Those are my suggestions. Making Straken the warlord is themeatic but very, very bad for your side. If he gets to be the only officer to help out in a melee, he won't win the game for you, but if he lets every other soldier in catacha swing his powersword an extra time, every turn, or their little swinging bayonets, its much better. Conversely, you can get a battlefield wide warlord trait on the other guy like grand strategist (if you are a cp spender who worries) or like old grudges (if you want to reroll lots and lots of guns from lambda lions and from your battle tank when you fire your 112 shots of ap-1 firepower at an enemy knight or mortarion.

I like old grudges, since you have a backup in the aquila and another in mental interrogation, to get cp back.

Well, those are my ninth edition thougths on this list.
