Water effect you can use GW or ones from Hobby Lobby; just make sure you pour in layers and let it dry between layers, don’t pour the whole depth in one go or you’ll wait for months or yrs before it cures; also put the item in a covered and clean but not air tight space for the water effect to cure, like a cleaned cardboard box or lidded plastic container, last thing you want is cat hair or the like contaminate the water effect while curing.

Tuff you can get any, but I’m very happy with Army builder tuffs, because the sticker the tuff is on is clear, there are many varieties and fairly cheap($5); you’ll still need to use a clear drying gel to glue the tuff in place, then use a soft dry brush and apply some appropriate dry powder to blend it in to the surrounding base.

I'm really happy with Army Painter tufts. AK Interactive has put out a range of their own tufts too, with big beefy chunks (compared to AP) and their quality is pretty good too so that's a great option.

Water Effects really varies depending on the effect you want, how long you're willing to spend doing it, how MUCH you're willing to spend, and what the purpose is for. Durability/gaming pieces vs display/diorama pieces, etc.

Yeah, Army Painter tufts are great and pretty versatile. Got some others from Vallejo recently but they have somehow much more defined shapes which don't work that well if you just want to cover some space with varied greenery ^^

For water effects, I use the Woodland Scenics stuff - "Realistic Water" for pouring (a bit tricky but doable - what Big Mac wrote above) and "Water Effects" for details like water motion or drips (basically works like wood glue - turns transparent after a while & remains somewhat flexible)

I use Army Painter tufts, generally quite happy with them. I prefered their old flowers, where they were a flat sheet you tore chunks off from, but they switched to tuft based flowers a few years ago.

Wish I could find someone who makes the old style still.

for tufts I have used Army Painter, Gamers Grass and Green Stuff World. They are all of an equally good quality and really easy to apply. I think its the gamers grass ones that come in a variety of shapes which is great because they fit nicely around a foot, for example
