Long story short, I'd rather quit and walk away from the table, but if I see another person slotting up to play someone I suspect is cheating, when is it acceptable to ask to see the dice?

This is a small event, no bricks of dice provided.

Never. If you suspect someone is cheating, you report it to the judge and/or tournament organizer. It is not your job to police the other players, just to report what you see to those whom job it is.

You never need to see a cheaters dice, just tell them the save for your models and have them roll your saves with the same dice.

If they try to change dice or throw a tantrum, go to the judge.

Call a judge/TO. It's their job to sort out cheating, not yours.

I've literally never in my life asked to see my opponent's dice. Either I trust them or I don't. And if I don't trust them, why would I be playing a game with them? It's recreation, not a job. I've no obligation to associate with cheating scumbags.

A little bit of righteous anger now and then is good, actually. Don't trust a person who never gets angry.

If you play a casual game your gonna play them regularly there's not really a benefit of cheating but because you regularly play someone will eventually notice and you can build up the notion that something is dodgy if they always get 6's

At the low end of a tournament noone should be cheating - i mean if you have fixed dice and still go 0-5 somethings wrong.

So them we come to the higher end of tournament play

Now points to remember random dice will be disproportionate. Play enough 40k you will have games where you roll 6 1's or 6'6s doesn't mean someone is cheating if they roll a disproportionate number thats just variance

Cheap dice can naturally be imperfect - tiny air bubbles can slightly alter probability of dice and if you tested most players dice you would find some that weren't 100% perfectly balanced the best we can do is an approximation.

Even if someone was cheating that way its very hard to provenunless its excessive.

If they have one or 2 special dice they use maybe thats detectable.

Are you sure your not wrong and it can't be variance/bad luck

What is certain is that if you accuse your opponent of cheating it will impact their enjoyment of the game/event. It also brings the community into disrepute because people will always say no smoke without fire. If not true such an allegation also reflects badly on you
