Summoned units don't cost points. Any restrictions on summoning depend on the particular book. The ones that summon based on alternative resources (fate points, etc) IIRC are all restricted to summoning only one unit per turn, but nothing in 3.0 would change the ability of say FEC to summon multiple units a turn using warscroll abilities I don't think. If the summoning is tied to a command ability, you can now only do a given command ability once per phase, that's the only thing I can think of off the top of my head that 3.0 would have changed, but I don't remember if anyone has any of those that aren't already limited to once per turn.
