Was thinking of switching out the Chaplin for a captain to hang out with the devs

If you are planning to supercharge (and why wouldn't you?) the Plasma Cannons then yes, a Captain will be a more suitable choice.

When I switch to the captain I have enough points left over to put a plasma gun and pistol on the other tac squad as well

I would go with the captain or even a LT with DA we get the +1 to hit while stationary and they have e the Strat that makes plasma DMG +1 without having to super charge so the reroll 1 to wound is a little more viable than to hit when you’re hitting on 2+ anyways.
