(Not a serious thread, just having some fun)
I have played "Hearts of Iron 4", "40K Gladius, Relics of War" and some other games.
I wonder if there could be a game that combines the best of both worlds.
One that uses Hoi4 for the combat but where factions have unique technologies or infrastructure.
Some adaptions could be:
- divisions look more like 40K detachements
- Doctrines represent sub factions
- Adeptus Astartes are a rare division within the Astra Militarum
You can also post, why it's a bad idea.

Please god no, I only have so much time.
Overall, as long as it was specifically centered around a specific event then I think it could be pretty neat. Although the issue arises that not all factions are created equal and Hoi4 "works" because everyone has the same base stats but gets modifiers from National Focuses and Generals and such.

I haven't played Iron Hearts, but watching a review it reminds me of some aspects of Planetary Empires for 40K - though you'd probably want more logistic and bureaucratic elements added in.
With a group of 4-5 players, seems like it could be fun balancing mustering troops and maintaining industry, seeking out enemies or fortifying positions all the while trying to appease superior officers so your generals don't get hobbled, replaced or shorted on reinforcements & supplies.
One of the big issues would be the likelihood of unbalanced battles - what may need to be done is to limit how unbalanced the forces may be and possibly introduce specialized objectives that have to be completed for an outnumbered force to complete (so same point value or within 10-20%, but extra victory conditions and/or setup to represent the actual difference in troop values).

If I was going to do it, have it be war of armageddon, orks vs guard. Space marines, ‘dars, or other things would be too weird to have a classic battle type thing.

There was a 40K Mod for Stellaris but I don't think it got that far. Star Trek and Star Wars have the larger modding Community to pull that off it seems.
If it's only on planetary scale I could imagine Isstvan, Terra, Armageddon, Vigilus (haven't read Charadon or Octarius so far) as possible settings where GW / Forgeworld provided enough maps to build upon.

Oh no the 40k mod for Stellaris got far enough, by which I mean you boot up the game, pick the Imperium because that's the only one that got stuff, then your PC immediately catches fire from 100 event popups and thousands upon thousands of planets, armies, fleets, and ships.
