I have $100 and I know I want at least one thing Skaven, most likely Clan Skryre. I currently own a Warp Lightning Cannon, which I have hurt my hands endlessly building and painting so far, some Stormvermin, some Stormfiends, and a Bombadier that I'll probably kitbash into a Warlock Engineer, as I'm not a fan of how the rocket looks. The problem is that I don't really know what I want, other than tons of clanrats and a Doomwheel, but I'll probably get the Clanrats at a later date.
Do you have any recommendations?

Clanrats used to be the cornerstone of the army, I would have gotten them first.

If I were you, I'd consider Start Collecting Skaven. Big savings, which is important for the army, two artillery pieces, and while plague monks aren't exactly Skryre I have seen people suggesting they can be converted to Skryre Acolytes (which is far cheaper than buying the old metals in blisters, you only need some gas mask heads and you're good to go).

I'm definitely going to get Clanrats eventually. The reason I haven't gotten them yet is because my friend owns a 3d printer, but has yet to practice with it, and I'm hoping to get a very cheap alternative so I can properly spam Slaves, as life is cheap, but models are not.

If you could get your hands on the old 8th edition start that has a decent amount of stuff in it. it also had a re release in age of sigma as "Island of blood".

Actually it was the 8th Ed. boxed set that was Island of Blood. The AOS set was called Spire of Dawn if memory serves. It also has the distinction of coming with both square AND round bases.
