So my question is "Is a Denied Psychic power the same as a Failed power?" for rules that would proc on failed psychic powers.

The context that I'm wondering this for is the "THRICE-BLESSED HULL" strat for sisters which states ->"within 12" of this model, each time a psychic test is taken for that unit and that test is failed" that unit suffers perils. So if the psychic unit has their power denied by a shield of faith roll then does the psychic unit suffer from perils?

I'm leaning towards this not working but I'm not quite sure.

The psychic test was passed, otherwise it couldn't be denied.
They're distinct steps.

And only thing the hull cares about is the psychic test, not the ultimate result of the power.

To be 100% clear, ff the Psychic Test is passed, then the test did not fail. However, it is possible that the Power will fail to Manifest because it was denied or otherwise blocked even with a successful test.

In this case, it is looking for a failed test, not a failure to manifest a power.

Definition of Psychic test is as follows.

"Psychic test: 2D6 roll made in an attempt to manifest a psychic power; the result must equal or exceed that power’s warp charge value to be successful."

it being denied doesn't matter, it is all about the 2D6 dice roll you make.
