Assuming they share a subfaction (in my case, the dynasty), does the new +2 CP rule overwrite or merely partially offset the -3 penalty? Stated differently, do same subfaction super heavy auxiliary detachments cost -1 CP or do they bonus +2 CP?

I believe there is an exception for Warlord Super Heavy Auxiliary detachments (e.g., Szarekh).

I also have assumed that Dynastic Agents (e.g., Tesseract Vault) do not benefit from the +2 CP (regardless of how it works)—i.e., they still cost -3 CP.

[Before asking this I have re-read my Nachmund GT rulebook again and looked online on Goonhammer, Reddit, and elsewhere]

I don't have it in front of me, but generally what they do is Detachments have a cost of X Points. Then have a Command Benefit where if meet conditions Y and/or Z you get to add back some number of command points. Usually they do it in an offset. Like Supreme Command you have to Pay Zero Command Points to take it, and you get a Command Benefit of up to 4 depending on the other detachment(s) you take - whichever one costs the most or the normal Detachments. Batallion costs 3CP and if your Warlord is in it gives a Command Benefit of 3 which thus zeroes out.
