Who or what would they be, You may include or exclude Chaos Gods whatever you desire, I am also talking about influential power, not just 1v1 skill or weapon they posses etc

Also this may come as bonus question, can Chaos God be permanently killed ,not just weakened or banished

Basically, anyone who is at least nominally in charge of an entire faction crossing subfactions (Like Guilliman), or a subfaction (Abbadon, Magnus, Morty, Ghaz etc) that is sufficiently large.
