Powers of the C’tan

Before the battle, generate the Powers of the C'tan for C'TAN SHARD units from your army using the table below. You can either roll one D6 to generate each power randomly (re-rolling duplicate results), or you can select which powers each unit knows. If selecting powers, a power cannot be selected for a second time until all other powers have been selected at least once by units in your army, and no unit can know the same power more than once. Write down any Powers of the C'tan your units know on your army roster.

So at a tournament, I could feasibly pick a different second C'Tan power before each battle? Thus allowing my C'Tan to be better adapted depending on the opposing army?

This is not a rules question, should be in tournaments discussions. Normally I would say yes, but thats up to the TO to decide how to handle it.

If the question starts with "Will a tournament allow..." then the answer will always be "Ask the tournament organizer as only he can give you a definitive answer.".

As Ghaz said you could ask your TO, but the Main Rule Book in conjunction with the Mission Packs does offer guidance:

a. Under Matched Play Eternal War and/or GT 2022 Mission Pack we are directed to Muster Armies after selecting the size of the battle.

b. Under Muster Armies you are directed to select a Battle-Forged Army, write down your roster and share it with your opponent

c. In the MRB under Battle Forged Armies we are told that "If a unit has any rules that must, or can be selected or generated before the battle, your army roster must detail what those selections are (e.g. Litanies of Battle, Powers of the C'tan, Exarch Powers)*. This does not apply to rules that are selected at the start of the battle."

It has an asterix * that gives the following note "Some rules can be selected randomly. If you choose to randomly determine these rules then write "random" on your army roster for that unit's rule. Then, after players have determined their mission, roll dice in front of your opponent to determine what your rules are."

So according to the rules you cannot see the mission/enemy and then pick your C'tan powers. You could decide ahead of time to roll randomly, but it would be a random roll in front of your opponent every time in the tourney.

All you have to do is fire three rounds a minute, and stand
