Wanting to use 3 company vets in a vanguard Detachment, I want all 3 to take up slots. I'm bad at interrupting rules, is this command squad rule optional or mandatory.

"Command Squad: If a Detachment includes a <CHAPTER> CAPTAIN, then one <CHAPTER> COMPANY VETERANS unit can be included in that Detachment without taking up a Battlefield Role slot."

Out of curiosity, why Company Veterans and not Sternguard?

Building a themed army where its all plasma, sternguard are cool but don't quite fit with their limit of 2 speacial weapons.

Sternguard Vets can take a combi-plasma weapon on every model in the unit and for only 5pts extra per model. If you want to model them as only plasma guns you can do it and still save quite a few points by just ignoring the fact they they have a couple bolter shots too.

My list is 2000 on the nose so the points i'll be saving wont mean much from doing that. Plus I'm pretty sure DA can't even take sterngaurd.

“Can” implies optional, so it can fill a slot or not as you choose.

A lot can be done with 75 points but it's all academic since what you say about Sternguard and DA is true.
