I'm tinkering with a list that has an Outrider Detachment with the shared Faction Keyword Nurgle. It contains some Death Guard and some Chaos Daemons. This detachment does not grant me access to either stratagems of course.

If I add Mortarion to this list in a Supreme Command Detachment, I will have access to the Death Guard Stratagems, and will be able to use them on the units in my Outrider Detachment right?

If your army includes any DEATH GUARD Detachments (excluding Auxiliary Support, Super-heavy Auxiliary or Fortification Network Detachments), you have access to the Stratagems shown here, and can spend CPs to use them. When one of these Stratagems instructs you to select a unit from your army, replace all instances of the <PLAGUE COMPANY> keyword on that Stratagem (if any) with the name of the plague company that your selected unit is from.

Yes. A Supreme Command detachment is not one of the detachment types that does not grant Stratagems.
