They have a special rule that says "Outcasts and Pirates: if your army is battle forged this unit cannot be used as a compulsory selection in a detachment, e.g. as the only troops unit in a patrol detachment, unless that detachment contains only Anhrathe units.

So if I am understanding this correctly then you can bring 1 troops selection of them in an outrider or spearhead detachment no problem because troops are not compulsory in those detachments. But you could also have a patrol detachment of 100% Corsair Voidreavers no problem (but who would be their HQ selection in this case?)
