So, I'm originally from the Syracuse area and was recently looking into what gaming is like back there for when I plan visits to my family.

Apparently the scene is big enough to be hosting a big tournament in July! https://thesaltcitygt.com/

I would look more into the Art Store, and I believe there is another place called Comix Zone on the northern end? Maybe you can find out what the local scene is like.

I'm from Oxford (closer to Binghamton) and the whole area, including Syracuse has tons of good mini-gaming. Shoot me a message. Lots of 40k groups ranging from casual to hardcore.

I'd be wary of Comix Zone as some of their player's politics can be a bit gross, but 13th Legion/The Art Store is an amazing, diverse group.
