Hi there

Used to play 40K waaaaaaay back (like, three years lol) and just really coming back into it now.

Reading up on it though, I really like the aesthetics of the Lamenters so was wondering whether there were particular rules for this unfortunate chapter or not? Would they simply be counted as Blood Angels?

Any help would be greatly appreciated and sorry if there is an obvious answer to this haha

Successor Chapters have a lot of options for rules now in the Space Marine Codex.
You choose a Founding Chapter (i.e. Ultramarines or Dark Angels), then you choose up to two Successor Traits from a list. However, the Codex states that if the Successor Chapter has a known Founding Chapter, such as with the Lamenters, then you must select that Chapter.
For you, it would be a case of:
Founding Chapter - Blood Angels (which gives you access to all of the rules, Warlord Traits, Relics, Psychic Powers, unique units, and Stratagems)
Successor Trait - Dealers choice. To fit the character of the Lamenters I would personally choose Born Heroes (+1 to hit in melee if the unit charged) and Indomitable (Auto-pass Combat Attrition tests i.e. running away tests).

Someone correct me if I'm wrong but I can't say I have seen specific rules for the Lamenters. I would just count them as BA or something. I think you can also generate custom chapter traits in the SM codex as well.

If they are somewhere they should be in the blood angles codex.

Lamenters have no specific rules.

So, you could use any rules from the SM Dex to represent them. Officially, they're Blood Angels successors, but you could use different rules without an issue, in my experience.

The main unique thing to the Lamenters, the Chapter Master, is Legends now. So basically do whatever you want.
