Been out for awhile...I remember a couple editions back you could put an HQ on a jetbike and have the Guardian Jetbikes as troops and also make warlock jetbike units.
Is that still possible in the latest version of the army?

You can make a jet bike army.
You have:
Farseer Skyrunner
Autarch Skyrunner
Warlock Skyrunner
Windriders (Guardian Jet bikes)
Shining Spears
And if you count them Vypers
None of these units are Troops, but in 9e you don't strictly need Troops. You can take detachments that don't require them. It does mean you also don't get any units with Objective Secured though, which could make winning games difficult.

And with none of the units being Troops, you're limited to N of each datasheet (depending on the size of the game), which would in theory put a cap on how large a force you could put together.
On the other hand, I can't see any of the options being that cheap on a per model basis, so it might be OK.

I guess you could go completely crazy and go ynarri to be able to add in Reavers and skyweavers to the mix. Not necessarily the best option but it's an option.

I’d say there are more bikes then their used to be, but we gained Shroudrunners, but lost the bike keyword on vypers. Not that anyone would give you crap for including them in a bike list.
Windriders (3-9)
Shining Spears (3-6)
Shroudrunners (3-6)
(Vypers) (1-3)
Farseer on bike
Autarch on bike
Skyrunner Warlocks (1-3)
If you want to branch out a bit, there are the Crimson Hunters and Hemlocks, Swooping Hawks with their phoenix lord (which is a way to get more ObSec)
While you could get to 2k points pure bikes without bumping up against the rule of 3, it would probably require a few max sized squads that are not going to be effective. Splash in a few non-bikes (but still fast and don’t get muddy) units and it should be easy.
Finding all the FA slots is going to be the rough part. You will end up paying a LOT of CPs for those. If you want to stay pure bikes, the lack of bike HQs could be an issue. If you are OK with some footsloggers in transports, you get more options. Harlis as well.

Correct me if I am wrong, but I'm fairly certain the Rule of 3 is only if the players are using Tournament packets for Matched Play.
I get "most people" (citation needed) play with whatever the internet says the rules are because tournament play is the only way, but I feel it's important that new and returning players know what the basic rules are before having to heap the tournament stuff on top.

I think you can run purely bike based CW HQ units in ynarri since I'm fairly sure they got rid of the mandatory special character per detachment but I haven't had that close a look at them to be honest...

Try to keep the enemy at arm's length with massive fire power and combat those units coming too close by Shining Spears.

I believe it is hard-coded as a Matched Play rule now, unfortunately, rather than a Tournament guideline for Matched Play - looking at the Command Edition mini-rulebook, you'll find it in a box on page 92.
Fair point that someone coming back to the game in general may not to know that restriction just yet, though.
