I really like this terrain but it came out when I was taking a break from the game and is currently $200+ on ebay. Is there a way to make this using the currently sold kits? Is it just a sanctum administratus and alchomite stacks/ferratonic furnace?

Not really - there's a Ruined Mechanicus sprure that's unique to that kit.

I was looking at this issue earlier this week. I think you could get pretty close using currently available sprues and then use some clippers and a saw to make the damaged section that you can't purchase.
