When do these mortal wounds apply? It says when an attack is allocated. Does that mean I’m tossing on three mortal wounds as soon as I choose to shoot a target? It doesn’t even say a “successful hit” or anything like that! Thanks!

Step 3 of Making Attacks is Allocate Attack - following a successful Hit Roll and Wound Roll. At this point you would inflict mortal wounds - though note they won't be resolved until after the normal damage of the weapon (if any - saves, and all).
