If I understand correctly, among other GSRs, Slave Levies grants Slow and Purposeful, and Light Infantry grants Move Through Cover. (I don't actually own the rules for Slave Levies so this is assuming it's even compatible with other Skills.)

Assuming it's legal, would an Infantry Squad with both Slave Levies and Light Infantry therefore move at a rate of the highest result of 3D6" in open ground?

Slave Levies can not take other doctrines. Problem solved.

But don't forget that they can still benefit from other doctrines, they just can't take them. Irrelevant here, but worth noting. For example, if the non-Slave Levies officer in the platoon has Iron Discipline, the Slave Levies can still benefit from that doctrine.

Likewise, Slave Levies is an excellent way to get around those compulsory Special Equipment Doctrines. Want to have all-Carapace deepstriking Veterans and SWS? Then take the Carapace Armour doctrine and buy lots of Slave Levies.
