Yes, because individual Orks are sissy cowards that require a mob to draw "courage" from.

Think of a sporting event where one person who cheers for a losing team. He might get drunk. He might sulk. But he won't do much. Then he gets into a crowd of a dozen rowdy footballer fans. They all get drunk, get mad, start flipping cars, attacking people, burning property, etc... Now you have a full on WAAAAAAAAAAAAGGHHH as hundreds of footballer fans are destroying streets.

Then the Space Marines, er, Police, show up. They tear gas the crowd, and the loudest ones go silent as they cover their eyes and run for cover. Now that the leaders are done for, the Ork Boyz, er, footballer fans, start to disperse and run away like sissy cowards.

It's almost as if Orks were modeled after a certain type of British culture or something...
