Ok, I've been in this game a long time. It seems like at least once a year they release a new book full of retcons that contradict all sorts of stuff I "know"
So what is the current lore regarding librarians/psykers in the old World Eaters legion?
Back in the old days the story I remembered was the legion had librarians, and they sacrificed them when the legion dedicated itself to Khorne.
Later I heard they all died in a ritual that had to do with Angron's ascension to demonhood?
It regards lore for my warlord, he's a Tzeentch sorcerer in my Alpha Legion band that I've always called a renegade World Eater librarian.
Planning to build a new model for him

For the Emperor! Kill Maim Burn!... I mean purge the unclean!

Angron's ascension is in the book Betrayer, and a fair number of librarians die trying to intervene
.

Basically: there weren't many librarians with the legion pre heresy, and most of those predated Angron taking command and were former War Hounds (the legion's name before they became world Eaters).

The key issue is the butcher's nails. Any marine implanted never develops psychic powers, and any psyker implanted with them dies. No exceptions to either rule. Any 12th legion librarian therefore predates Angron's command.

They would also have to be in a detached force somewhere because every librarian in the main body of the legion died during Angron's ascension.

That doesn't mean a librarian couldn't have been attached to a garrison or waystation or rogue trader militant fleet somewhereand been later swept up by the XX legion Post heresy.

He's in an alpha legion warband, and worships Tzeentch. He can certainly call himself a renegade world eater because you shouldn't trust anything he says.
