Subject: Imperial Knight Martial Legacy vs unmodified 1-3 fail rolls like Transhuman

Hello again folks, came across this in a tournament yesterday and wondered if I'd called it right.
My Chaos Knights were playing against Imperial Knights and I had one of my knights with the favoured ability "blessings of the dark master", which makes an unmodified hit roll of 1-3 for that attack fail.
.
My Imperial Knight opponent rolled a 3 for an attack but using "Martial Legacy" changed the result to a 6 to allow it to hit, is that roll being modified to a 6 and so not allowed, or does it not count as modifying the result?
I know that +1 to hit would not work, I don't think it's explicitly called a modifier, so I don't know what truly counts as a modification of the dice. You are literally modifying one of your attacks to be a 6 but I was still unsure.
I decided I didn't really mind that much and allowed the Martial Legacy rule to change the dice result and allowed it to hit.
What do other people think, did I make the right call?

We love what we love. Reason does not enter into it. In many ways, unwise love is the truest love. Anyone can love a thing because. That's as easy as putting a penny in your pocket. But to love something despite. To know the flaws and love them too. That is rare and pure and perfect.

A modifier is adding or subtracting, not flipping to a new result.

Thank you, I assumed so too.
It's funny though, the core rules talk about modifying a result, but don't explicitly define anything as a "modifier" in its own right.

The core rules do define modifiers, PDF rules, Page 5, right column, "DICE" section 2nd paragraph:
"All modifiers (if any) to a dice roll are cumulative; you must apply all division modifiers before applying all multiplication modifiers, and before applying all addition and then all subtraction modifiers. Round any fractions up after applying all modifiers."
So, if it is division, multiplication, addition, or subtraction, it is a modifier.

That’s not a definition.
That’s telling how to apply a modifier.
A definition would be like this.
Modifiers: A modifier is when blah blah blah.
Considering they strictly define what a re-roll is shortly after, it seems slightly daft.

Except that is the definition of a modifier... By telling you what modifiers go in what order, they de facto define them. By GW standards anyway. Also check P 8.
