Mostly we’re expected to think that the chaos gods don’t really like each other and are engaged in a constant game of oneupmanship.

But Horus was corrupted by chaos undivided so does that mean the big boys were able to work together for a bit to plan something as intricate as the heresy?

Tzeentch was the one to initially come up with the plan, but yes, the gods mostly put aside their bickering to try to overthrow the Imperium. This can be seen in the novel Fear to Tread, where Khorne and Slaanesh daemons work together with no problems, despite being mortal enemies. It can also be seen in First Heretic, where the daemon Ingethel never mentions any of the Chaos rivalries, but instead refers to other daemons simply as 'my kind.' This cooperation could also help to explain the creation of units like the Gal Vorbak which might not have been possibly at any other times.

It's also important to note that the second Horus was killed, the gods immediately withdrew their support from the legions, with all daemons going back into the warp, with them returning to the Great Game.

Off the top of my head the only other time before Horus would have to be Be'lakor.

They can work together but it takes a unique individual to get them to do it.

I can't imagine the creation of the great rift wasn't the work of all 4 gods.

Certainly abbadon has the favour of all 4.

Even before the invasion of terra splits between the 4 are becoming obvious.

Spoiler:
Post Horus arriving above Terra Abaddon is made aware that the gods eyes will shift towards a leader who can get things done.
