Long story short, in a game against 1k sons with my Harliquins, I cast Fog of Dreams which says that the unit cannot be chosen as the target of ranged attack unless within 12". And he cast a witchfire power from 18" away. Since the power says "ranged attacks" and make no mention of shooting, is it possible that witchfires are "ranged attacks"?

"ranged attacks" are defined in the rules. Shooting section, if I am not mistaken.

Attacks are made with weapons. But, there is no rule that says that ranged attacks are only done with ranged weapons. There is also no rule that says that a psychic power is a ranged attack. However, ranged weapons make attacks, it says so in the shooting phase rule. So its very reasonable to assume that a ranged attacks are done with ranged weapons.

If it's not described as a ranged attack, then it is not a ranged attack.

Your statement is false.

The BRB defines Ranged attacks Page 366 "Ranged attack: An attack made with a ranged weapon is considered to be a ranged attack."

"ranged attack" = "An attack made with a ranged weapon" which is the same as saying "Ranged weapon attack" the word weapon does not need to be there, but if it is it does not change the statement.
