The worst part of 7th edition by a mile was the detachment system that gave you tons of free rules for bringing specific units.

What are you talking about? That's not how the new guard codex functions at all for matched play.

As opposed to getting tonnes of free rules by sticking with units that benefit from your Chapter Tactic? Whether Flayed Ones get special rules depending on whether they are Novokh or no special rules if they are Mephrit or they get it depending on if you have X units of Immortals, Warriors, Overlords and Tomb Blades? It's no better or worse.

The magnitude of difference in 9th is probably pretty small, with fewer dud Chapter Tactics, but there is still a world of difference between a good Iron Hands list and a good Imperial Fists list.

From a design perspective, I think I prefer Decurions over Chapter Tactics. Upgrading 5+ FNP to 4+ FNP with re-roll 1s was just over the top, but 9th has had tonnes of balance blunders as well. The ability to make CAD armies provided a rules-light entry point, playing without Chapter Tactics isn't really an option in the same way.

Care to explain? There's nothing particularly different in how the new Guard Codex deals with multiple detachments and army purity bonuses. There are one or two units that have a special rule granting them a bonus regimental trait, I think, but that's about it.
