For simply, they are the remnants of Sons of Horus. When Abaddon rename SoH to Black Legion and order everyone to change the traditional SoH green to black, those refused. They did not want to give up their loyalty to Horus and the tradition of Legion, so they turn back to Abaddon. Abaddon hated them and called them Thrice Course Traitors.

These chaos marines of True Sons Warband are always loyal to the dead Primarch Horus. Whenever they conquer a place, they made a statue of Horus to honor him and burn it when they leave.

So how make special rules to this Chaos marines warband to present their unique characteristics?

Sounds right.

Fluff makes a subfaction. Special rules are just distracting bloat that'll change in a year or two anyway, probably before everything is painted.

Efficiency is the highest virtue.

You identify their military doctrine and write a Chapter Tactic that rewards that, a Stratagem and Relic that enables it or rewards it while hinting at the fluff. Post it in the Proposed Rules section to get a critique.

Find an opponent that is willing to let you use your homebrew, playtest a couple of times and adjust the rules to fit what you're going for and don't go for "my faction should win", because that's what most players want and your opponent is graciously allowing you to bring homebrew so accommodate them a little.

Are they notably more powerful/weaker than other CSM?
If yes, then it might be appropriate to brew up something to enhance/degrade them, for an appropriate cost.
If no, just use baseline CSM rules.

Do they have any unique characters?
If yes, and there's no good analog for them in the existing characters, brew one up.
If no, or if yes but there's a good stand-in in the existing character lineup, then use baseline CSM rules.

Clocks for the clockmaker! Cogs for the cog throne!
