I am at a loss here, they say 32mm but it's not!... It seems to be more like 40mm...a average space marine mini is 4.3cm or 1.75 inch, right? does someone actually know the correct size...i want to get something printed in that scale.

GW scale is not an exact science, but, their scale is from the eye to the ground when standing (mostly) upright. By my measurements it's 35mm. They wanna strike home the height difference between the marines and the "normal" humans, hence why the new sisters are 32mm and the new guards are still 28mm.
The actual height of these minis are about 10-15% heigher than the scale value.

FWIW, I always find it useful to buy a blind-buy single figure off ebay for cheap for scaling purposes when 3d printing.

Well...If you assume 32mm is how tall human(6 feet so tall human) should be then 8 foot primaris should be about 42mm.

So it actually matches

Primaris isn't human sized so if scale 32mm refers to humans obviously primaris need to be taller.
