Please put your versions on how you make them good
Here we will look at Chaos Bikers with MoT and IoT
1. Defense. Toughness 5 and standard save 3+.
Give MoT reduce first failed save to 0 damage.
Add a MoT psyker with Skeins 18” or even 24” with liber hereticus to your army and give the bikers 3+/4++ saves.
2. Offense range
If you added a psyker with prescience, bikers will add 1 to the ws/bs rolls. Basically 2+ for each.
Range is twin bolter S4 ap 0 d1 x2 13” or more or x4 12” closer.
Damage is average or less so let us make it better.
Icon of Tzeentch gives range attacks -1 AP. Huge now that AoC is gone
Example 3 bikes shoot at 13”> 6 ap -1 or or at 12”< 12 ap -1 bolters.
Every squad of bikes can have 2 marines hold a combi flamer for 5 points, which can also be used at 12”<
at 1d6+2 auto hit at ap -1. Giving you a total of 6-16 ap -1 flamers with 12 ap -1 bolters with just 3 bikers.
In addition, you can use stratagem like 1 cp Daemonic shells and give the bikers ap -2 with bolters and add 6” extra range but this will not increase your 12” rapid fire range to double the hits. But with a larger biker squad the ap -2 and at 12”< double the shots. So 6 bikers 24, 9 bikers 36 ap -2 s4 d1.
Stratagem veterans long war can give either range or melee +1 to wound rolls. But 2 cp is heavy.
Offense Melee
Bikers have good melee attacks at 4 each, champion at 5. s4 ap -1 d 1. So. 3 bikers would have 13 melee attacks.
Legion. I will only talk about word bearers here.
Word bearers in melee attack get to re roll their melee hits. Thus giving them a high hit success rate for no cost. The standard 3+ with re rolls to hit or with prescience 2+ with re rolls.
Word Bearers range for 2CP can use cursed despoiler and if criteria is met can get an extra bolters hit per 4+ rolled on bolters which is around 50% of the bolsters. So 12 would be +6, 36 would be + 18.
In ending, bikers with only an icon of Tzeentch to get the ap -1 to range makes the bikers range attack impressive.

Daemon Shells increases Rapid Fire Range by 3", half of the 6" added range. Why wouldn't it?
And, even under optimal circumstances (within 12", attacking someone with Cursed Despoilers Active, Prescience, Daemon Shells) you're looking at 11 AP-1 hits from the Flamers and four 2+ shots from each guy not holding a Combi, four 3+ shots from the ones that are holding the Combis.
For the two Combi bikes, you get 11 AP-1 hits and 28/3 AP-2 hits, all at S4.
Each extra bike adds 16/3 AP-2 hits.
Against MEQ, you'd be doing 11/4 damage from the Flamers, 28/9 damage from the Bolters, then an extra 16/9 from each additional bike.
That's not terrible, in raw output... A three-man squad does a little over seven and a half wounds to MEQ outside of cover. One more bike means you've a good chance of wiping a minimum MEQ squad.
But think about what you're investing.
90 points for the base squad.
30 points on upgrades.
And, much more importantly, your one cast of Prescience and 3 CP.
I think that, at 120 points for a three-man harassment unit, it's not bad.
Without any outside buffs, so not including Wanton Anything, you've got 17-18 S4 AP-1 hits on average, and decent close combat. They're moderately durable, and quite fast.
But going over the top on buffing them is just not worth it.

Thanks for info. Looking for a fast tanky unit that can do some damage and block for a disco or dp. -1 for the bolters and flamers can clear a path and tough enough to survive to get that disco or dp into combat. Talons rarities have the move, talons have the 3/5++ but survivability less with the t4. Venomcrawler you need more than 1 it’s explosion can be crippling to things around it.
