An iron hands unit gets +1 to hit. That unit gets charged. The stratagem optimal repulsion doctrines is played on that unit, overriding the normal overwatch rules, which only hit on unmodified hit rolls of 6. Now they hit on a hit roll of 4-6. There is no mention of unmodified, so modifiers count ? Does that unit now hit overwatch on 3+ ?

OPTIMAL REPULSION DOCTRINES

Use this Stratagem in your opponent’s Charge phase, when an IRON HANDS unit from your army fires Overwatch. Until the end of that phase, when resolving an Overwatch attack made by a model in that unit, a hit roll of 5 or 6 scores a hit. If that unit has the The Flesh is Weak Chapter Tactic, when resolving an Overwatch attack made by a model in that unit, a hit roll of 4-6 scores a hit instead.

Overwatch is resolved like a normal shooting attack (albeit one resolved in the Charge phase) and uses all the normal rules, except that an unmodified hit roll of 6 is always required for a successful hit roll, irrespective of the firing model’s Ballistic Skill or any hit roll modifiers.

The stratagem only changes what you need to roll to get a hit, 4-6 instead of a 6, so all other rules still apply meaning that any to hit modifiers do not count.

That is not what the stratagem is saying. It changes unmodified hit roll of 6s to hit rolls of 4-6.

It is the dying days of 9th edition, yet p5freak is still combing through rules and supplements to find teensy errors and loopholes to erect daft “but by RAW…” threads about.

Oh what joy a whole new edition will bring him.

P5… if this was actually an issue or not understood it would have been FAQ’d by now. Given it hasn’t, we can assume consensus is that modifiers don’t apply. Save yourself any essays about how they omitted key words. Save yourself trying to staple rules together to mount a defense of your idea. It’s a known known that modifiers don’t apply to Overwatch, even if GW technicallycorrectbestkindofcorrect ommitted that word here. Consensus is that your suggestion doesn’t work, and consensus trumps the words on the page here.

As you were, folks.

There is no need to FAQ it, it clearly says hit roll not unmodified hit roll, special rule overrides general rule. There is another rule modifying overwatch, and it clearly says unmodified hit rolls of 5+.

Remain Vigilant!

Until the start of your next Command phase:

Enemy units that are set up on the battlefield as Reinforcements cannot be set up within 12" of this unit.
If an enemy unit declares a charge against this unit and this unit is not within Engagement Range of any enemy units, it can Hold Steady. If it does so, then until the end of the phase, any Overwatch attacks made by models in this unit score hits on unmodified rolls of 5+, instead of 6.

So you read my whole post and chose to be dogmatically tedious anyway? You do you I guess.

You once again decided not to contribute anything useful to a rules discussion ?

I think the analysis is correct. Nobody seems to care because if this was good it would have been an issue for years.
