Hello, to start I am very new when it comes to kitbashing and thus I am not the most experienced with kitbashing models on a large scale.
I would like to include a small auxiliary detachment of militia to my heresy world eaters army. The idea I've had in my head is an amalgamation of different weapon and armour styles that make the troops look like they're feral scavenging psuedo-cultist lunatics that will use whatever they can get their hands on. I would like for my militia to be somewhat in scale for my old heresy scale marines, maybe not to the point where they're ludicrously small but not at the scale of new cadians where they would essentially be as tall as my marines. What I would like advice with is what kits I could use for things such as bodies, heads and weapons. Currently I only have a selection of lucius lasguns and arms from the krieg kill team set, though I dont know what kits these would fit with outside of the plastic krieg kit obviously. Any advice is appreciated as I am very new to the world of kitbashing and would love to have an army I could truly call my own

If you want the ragged look then the generic Chaos Cultist kit is a good start or if you can find them, the Cultists that came with the 6th Ed starter set, Dark Vengeance.
Outside of that, maybe try picking up cheap eBay job lots for Imperial Guard to get lots of bodies you can fix up by sticking various weapons and heads to. Poxwalkers are pretty good for representing the unwashed masses as well, for example, I used them to be the basis of a Nurgle aligned Necromunda Helot Cult gang.

If you're not adverse to 3rd Party miniatures, I'd highly recommend checking out Anvil Industries, Mad Robot Miniatures and maybe Victoria Miniatures.
All 3 companies produce fantastic resin human soldiers that should be largely incline with the old cadians and thus the old style marines. Both Anvil and Mad Robot make more cultisty type guys, where as Vic Minis makes more of the old Imperial Guard range style models.

There are other some other companies that make cultist type bitz and pieces MaxMini and Spellcrow from memory, although I'm sure there's others too. I just can't think of them.

The necromunda corpsegrinder or Goliath gang's pop to mind if you want weird looking human people with a khornate swing. AOS blood rievers would also be an option. Combine the two to make a really weird mishmash of scifi bits and savage warriors.

It's only the NEW cadians that have been sipping the Primaris juice. Old ones are still pleasingly puny. Heresy 2.0 minis TOWER over them. I literally have evidence in the form of my own Imperialis Militiaman proof-of-concept mini.

Forgive fone-pic.

Spoiler:

Edit i should note he is deceptively pretty heavily converted but there is ZERO alteration to his height.

The new Cadians are shorter than the older ones and have better proportions that make their overall model size more accurate in comparison to a Marine.
Spoiler:

The newer scaled Marines are the same as the CSM in the image above and you can clearly see that the older Cadians are closer in height and build to a Marine than the new Cadians are.
