Rules question, and where can I find some clarification on it.

As you may know, the allotment for special weapons in an Imperial Guard Infantry Squad is tied to its "number of models" with it being 1 per 10. Heavy weapons teams, then being added, reduce the total model count to 9. Locking out the option for a special weapon. When you select a group of 20 on the new army designer (2 sergeants, 18 Infantry =20 models) then replace 4 Infantry with 2 heavy weapons teams, that reduces the overall Infantry to 2 sergents, 14 infantry, 2 heavy weapons teams =18 models. It then lets you add ONE special weapon because there are at least 14 lasgun guardsmen.

Is this what the designers intended to happen? A special weapon with a heavy weapon but only in 20 man (18 model) squads?

If not, what avenue can we I use to get in touch with designers to clarify this. And, to make it easier, the special weapon quantity should be tied to the sergeant. (Or total number of sergeants in 20 man squads) if it was their intent to allow one heavy and one special.

Was this how it was in the most recent codex?

(Disclaimer: I haven't played since 5th edition, but free rules/codex has got me interested again)

I would just count them as two models, it's intuitive and will likely be fixed when the proper Codex is released. The intent is clear and books in the past have stated they counted as two for such purposes.
