Who do I trust.? My codex gives me one statline for my models, the app another.? They also vary very much when it comes to abilities, wargear and such

Rules(errata included) over app.

What unit are we talking and physical cards or pdf? Cards had errors already so need errata for those

Also for unit cards be sure you are looking at the right ones. Combat patrol has theirs modified to ballance that play mode.

Okay, so as an example.. I was looking at the lieutenant in phobos armor for space marines.. in the app he has less leadership, and different abilities, than when I look at him in the codex

Ok, you keep talking about looking in a Codex.... which leads to the question: What edition are you trying to play?
9th ed had Codex books.
10e, wich launched a few weeks ago, has no Codex's - yet. The 1st of them are still months off. Right now you get the stats from index cards sold in the stores, download/print them from GWs site https://www.warhammer-community.com/wp-content/uploads/2023/06/uVN1M55L0U3dQeWZ.pdf , or through the app.
I would assume the app has updated to 10e.

If you are looking at a physical book, you are not looking at the stats you need to play 10e.

wait, codex?

you mean the 9th edition codex, or the recent index for 10th edition they pushed out last month?

Correct. All codex books are now invalid and you wasted your money on obsolete rules. 10th edition is currently using the free basic rules for each army, when your codex releases soon (marines are first as usual) you'll have to buy the current one.

Feel free to blame GW for making disposable rulebooks that are invalid by the time you get to use them.
