Is there any information or stories out there on how the role of lord discordant evolved within renegade astartes forces?

Is it just like a boss warpsmith? So origins amongst the techmarines?

As it’s not a specific character my assumption is that there are multiples of these dudes and they can pop up in any renegade force.

Yeah they're essentially just high ranking Warpsmiths.

Okay then what about the evolution of the warpsmith, there must of been a first cabal of techmarines that start messing about with the warp and demons

This dates back to the Heresy, techmarines were trained on mars, mars had its schism between the pro-Horus and the anti-Horus side, many of the pro-Horus faction had been (tech)-heretics in varying stages anyway, and as a price for turning Horus gave their head-honcho Kelbor-Hal the literal keys to the vaults of Moravec, a huge hoard of heretical, warp-tainted stuff that the Emperor locked away presumably forever. It stands to reason that the techpriests that turned heretic took all sorts of Techmarines and Apprentices with them, and showed them all the warp-tech stuff, so that's where a majority of them probably got their start. For others, it might have started the other way around, as sorcerors wo got more into the physical artifact side of things and then 'graduated' to demon engines and the like.

As Tsagualsa put it, Warpsmiths are just the descendants of those Techmarines from the Traitor Legions and Renegade Chapters.
Free from the confines of the Treat of Olympus but with a broken supply supply chain these Techmarines had to turn to esoteric and dangerous technologies to keep their masters winning wars.
