Unless something happens like a FAQ patch, can any character join blood claws or grey hunters? The tactical squad is stil around, so that unlocks the grey hunters. But the blood claws needs you to be able to join an assault squad. Is not the assault squad in legends?

To be honest I probably will not play it like that. But I wondered.

Since assault squad doesn't exist anymore RAW no leader can join that unit outside the space wolves index.
If you talk to your opponent they may allow a leader that can join the assault interessors to join the unit but don't count on it.

I'm going to go out on a limb and say GW will eventually get around to updating the Indexes to match with the updated Space Marine Codex. I encourage you to email them a list of every unit that lost it's leader options due to the codex update.
