I really like Ragnar. He gets +2 attack and +2 S on the charge. He comes with advance and charge built in.

What unit should he be leading? He provides very little to the unit he leads outside the delivery system. He has many units to choose from. (Blade guard, assault interscessors come to mind. Blood claws for the cheap wounds?) By the time I give him a transport I feel he is not so cheap any more.

Is he worth including in a stormlance detachment? Every one ther advance and charges anyway.

Stormlance is for Thunderwolves, Ragnar doesn't really do a lot of anything other than look cool in that detachment.

In other detachments though he's pretty great. Anything faster than normal (like advance and charge units) can end up being really good using rapid ingress on a flank - if you can draw a straight-ish line from a table edge to an enemy unit about 20" away they are fair game to get charged (about 22.5" would be an average move range for Ragnar).

If it were me I'd try to use Ragnar in a big blob of Intercessors, they are cheap and have assault weapons so you can advance/shoot/charge so you'd have about 50 or so attacks a turn on top of Ragnar's decent profile while you ransack a flank.
