I mean, GW has done that before. High Elves in Fantasy had super Always Strikes First that overruled the normal interaction with Always Strikes Last (they would normally cancel out), so High Elves with great weapons still struck first.

Wasn't that just a core rule? If a model had both ASF and ASL, they cancelled out and the model just used its normal initiative (which usually meant the elf struck first).


Yes, that's how the normal interaction between ASF and ASL worked. But they wrote a bespoke ASF rule for High Elves in 7th edition and so High Elves always struck first, even if they had ASL weapons.
