Necrons have a new stratagem called Suffer No Rival, where a unit gains precision in close combat. Do the model's bases need to touch or do anything special, or is line of sight to the character the only requirement similar to shooting?

As you have noted, LOS is the only requirement to assign wounds from a Precision weapon to a Character in an Attached Unit.
PRECISION
Precision attacks can pick high-value targets out in a crowd, whether through the unerring aim of a sniper or the pinpoint accuracy of a blade-master’s strike. Weapons with [PRECISION] in their profile are known as Precision weapons. Each time an attack made with such a weapon successfully wounds an Attached unit (pg 39), if a Character model in that unit is visible to the attacking model, the attacking model’s player can choose to have that attack allocated to that Character model instead of following the normal attack sequence.
■ When targeting an Attached unit, the attacking model’s player can have the attack allocated to a Character model in that unit visible to the bearer.

That bit in red is not rules, it is just fluff.
The part about " LOS is the only requirement" is rules though, so as long as a Character model in that unit is visible you can choose to have that attack allocated to that Character model instead of following the normal attack sequence.

Did you even read the thread? alextroy quoted PRECISION, but highlighted in red some fluff. I merely said the red he highlighted is not rules, it is just fluff. To which I responded that the highlight showed RaI, but had no bearing on RAW. RAW, when they say "the pinpoint accuracy of a blade-master’s strike." (This is the part he emphasised) it means nothing, as "the pinpoint accuracy of a blade-master’s strike" has no rules direction. It is just fluff.
