Death Guard has been my favorite space marine chapter Loyalist and Heretical. So I've become very concerned at what I've seen regarding the state of the army because it would be my first but its also my favorite. And i would love to play it but i would also enjoy having fun and winning at some point. So what im wondering is how bad is it if at all. Also if it is bad now what other army could i play?

I don't play Deathguard. But I would tell you don't worry about the power of a faction in determining which one to start. First, the game is pretty balanced right now, especially if you are not in a competitive meta. Second their power level WILL CHANGE. I have been playing for thirty years and let me tell you I have seen probably almost every model in the game have its time in the sun, or be total garbage. The it will switch and bam!, garbage is awesome, and awesome is garbage. And GW changes the game like every 4 months or so, so what is relevant now is not relevant in the future. So play what you like. Trust me when it comes to assembling and especially painting you want to be doing that for units you care about, not meta chasing.

Echoing this.
It's worth your time to look to what others are succeeding with and ask for advice, but the rules will change. The models you buy? They don't.

Thanks for the Advice! I've only gotten into the table top side of 40K recently, so I didnt want to buy and paint an army that would just suck. but I'm not worried anymore and I'll get started on my Death Guard army as soon as I can.

Very cool welcome to the game. Post some pics of your minis when you get them going

Don't mean to sound snarky but I see people asking 'is [X] worth it' in various hobbies and nine times out of ten it's a completely unanswerable question. We can't tell you if your love for the faction and investment in the hobby outweighs any (potential) gameplay disadvantage, or how competitive your local community is to make it relevant in the first place, or whether you'll be willing to tweak your list to compensate if it proves necessary.

It's all up to you, man. If you want to get into the game and you like the faction, go for it. Rules are outdated practically the minute you buy them, but the models stick around.

Death Guard is fine.

If you wanna be ultra-competitive, you'll need multiple armies anyhow, as the meta changes rapidly. If you wanna play Death Guard for the love of the army and if you also (want to) practice getting good with it competitively, you'll also have success with it.

If you want to be the ultimate tournament badass, than no one army will do and you'll have to ride the "last week it was Aeldari, this week it's Votann, next week it's Thousand Sons"-cycle anyhow.
