So I got the old start collecting box and a box of scions dirt cheap giving me a commissar, 2 squads of 5 scions, a truck and command squad. I'm not up to speed with the current edition of 40k so as it seems there are no other units for this subfaction am I totally ok to go ahead and add some regular guard units to the army? I know that there are formations in the current game but am not sure as to how they work really.

Militarum Tempustus are just a small subsection of the Astra Militarum list. You are free to use as much of the overall army as you like.

That being said, the new Bridgehead Strike detachment for AM may be of particular interest to you if you are a fan of the Militarum Tempustus.
