1) Why do you only have 24 Tormentors? Don't they come in squads of 5/10?
2) what's your plan to deal with tanks/big monsters?

Formatting nitpicks:
Include the points costs for your units.
Show which one is your Warlord (Sorcerer, as it's your only option, but still).
Include what Detachment you're using (again, has to be Carnival Of Excess, but it's good to note).
Have each unit be its own note. 24 Tormentors would be... Five squads of 5 (minus one) or three of 5 and one of 9?

No clue on one, but for two, Shalaxi is one HELL of a beatstick. Does feel a bit light, but then again, Emperor's Children don't exactly have tons of options.

emperor's childrens rhinos carry 12 infantry, so two rhinos each carrying 12 tormentors
i have two six man squads of noise marines, i squad per rhino

Yup. If you have 5 models, they cost 85 points. That goes up to 170 for more than 5, to a max of 10.
It's a dumb part of the 10th Edition rules.

Note that while yes this does mean you can run squads of 6 for the cost of 10, it’d probably be better to have a unit of 10 and then attach a leader to them, sure it’s 11 and not 12 in a rhino but it’s a smaller waste compared to missing out on 4 models.

I think the question about constructing your list was more around points costs. How did you know how much 6 cost?
As far as the list goes, Tormentors are fine and you definitely want some, but Infractors are better overall, especially with a Lord Exultant. In the Daemon detachment they get Sustained and Lethals, which is nice. Terminators and the Sorcerer are sadly not very good. Terminators just don;t do anything and the Sorcerer is even worse because he can only go in the Battleline units but has neither Infiltrate or Scout so the unit he joins loses that rule.
Also, you're going to want more Daemons if you're running Shelaxi. You can only run her in the Carnival of Excess detachment and that detachment really wants to have a decent amount of Daemons in it to take advantage of its detachment rule.
